What these transactions show about Latvia's premium land market
In numbers: the year's top deal is 3 193 764 €, in Krāslavas nov.; the fifth most expensive is 2 100 000 €. Of the 25 most expensive deals this year: 13 outside Riga and Jurmala, 12 in the two cities combined.
In Latvia's land market, the highest-value transactions are usually shaped by location, development potential, infrastructure, permitted use, and limited supply in the specific area.
In the land market the total and the price per square metre tell different stories. By median price per square metre the leading Riga neighbourhoods are: Avoti, Centrs, Brasa, Teika. The largest totals, however, are not confined to densely built neighbourhoods: of the 25 most expensive transactions this year — 13 outside Riga and Jurmala — the highest totals overall were reached in: Krāslavas nov., Mārupes nov., Rīga, Tukums, Aizkraukle. The tables update automatically as each new transaction is registered.
Methodology
- The tables and figures in this article are generated from the State Land Service transaction register and change as soon as the register publishes the next month. The introduction, trends, and methodology text are written by the NICENA team.
- The data comes from the State Land Service real estate market database, published on the Latvian Open Data Portal. Transactions are ranked by total transaction amount rather than by price per square metre — so a large property in a cheaper location can outrank a small one in central Riga.
- This article is built from 10 977 land transactions registered in the cadastre in 2026. The most recent transaction included was registered in October 2026.
- The month-by-month section shows only months the register has finished reporting — currently through September 2026. A partial month is left out because its table would look no different from a full one. The annual tables, by contrast, include every registered transaction, including those later than that month.
- The list covers land property transactions. Some of them are built-up plots with buildings on them — marked as “Built-up” in the table. In those transactions the total may also include the value of the buildings.
- Price per square metre usually comes from the register's own calculated field and refers to the land area; if that field is empty, we calculate it ourselves by dividing the transaction amount by the land area. A large rural plot can reach a high total at a very low price per square metre, so the two columns should be read together.
- Registration lags behind the transaction itself, so the most recent months may be incomplete and the list can change as new transactions are registered. The regional split — Riga, Jurmala and the rest of Latvia — follows the property location in the cadastre record. Transactions marked as deleted in the register are excluded.

Of the 25 most expensive land transactions this year: 13 outside Riga and Jurmala. The highest amounts were reached in: Krāslavas nov., Mārupes nov., Rīga, Tukums, Aizkraukle. Considerably larger areas are sold outside the cities, so a high total there does not mean a high price per square metre.
Which Riga neighbourhoods are the most expensive for land?
Based on this year's transactions, the highest amounts in Riga were reached in: Centrs, Rumbula, Mežaparks, Āgenskalns. The total also depends on plot size — a larger plot can cost more even at a lower price per square metre.
How is price per m² calculated for land?
Price per m² usually comes directly from the register's calculated field; when that isn't available, we calculate it by dividing the total transaction amount by the land plot area in square metres.
Are land plots in Jurmala more expensive than in Riga?
The comparison depends on the specific transactions, land plot area, permitted use, location, and development potential.
Does the list include only land transactions?
The list includes land property transactions. Some of them are built-up plots with buildings on them — these are marked as "Built-up" in the table. Apartment transactions are not included.
